National Assembly Greenlights Convention to Standardize International Air Transport Rules

PHNOM PENH, July 25, 2024 — The National Assembly on Wednesday approved a significant legislative measure concerning international air transport, advancing Cambodia's commitment to harmonizing global aviation standards.

The legislation, formally known as the Convention on the Unification of Certain Rules for International Carriage by Air, received unanimous approval during the second session of the 7th legislature of the National Assembly. The session was chaired by Khuon Sodary, President of the National Assembly, with a strong attendance of 99 members.

Originally ratified by the Council of Ministers on July 5, 2024, the draft law aligns with the Montreal Convention of 1999, which was established to unify and simplify various regulations pertaining to international air travel. This convention was adopted on May 28, 1999, in Montreal, Canada, and seeks to bolster passenger rights, enhance the reliability and efficiency of international air transport, and foster connectivity between nations.

The Royal Government emphasized that this legislative move aims to boost investment, economic growth, and tourism. It also seeks to improve employment opportunities within the aviation sector and enhance cultural exchanges. By adopting this convention, Cambodia hopes to reinforce the confidence of both air travelers and international air transport enterprises in its aviation standards.
